This is a local Elevation of Privilege vulnerability in the Windows DWM Core Library (dwmcore.dll). The Desktop Window Manager handles desktop composition and visual effects. The vulnerability allows a local authenticated attacker to execute code with elevated SYSTEM privileges, potentially leading to complete system compromise.

Mitigation

Apply the Microsoft security update for CVE-2021-33739 (released June 2021) or install subsequent Windows security patches. Ensure users run with least privilege to limit exploitation impact.
